Samsung TV screen problems. My new 46" Samsung LCD TV is infrequently flashing like a stobe light

My new 46" Samsung LCD TV is infrequently flashing like a stobe light on the bottom half of the screen. I can usually turn the TV off and back on again and it will quit. Any insight?
