  1. SAND BLASTING WORKS BETTER GETS THE PAINT OFF AND DOEST SCAR THE METAL LIKE SANDING WOULD PLUS IT WOULD TAKE OFF PAINT IN THOSE HARD TO REACH AREAS,I WOULD RECOMMEND VISITING A BIKE SHOP THEY MAY CARRY THE PAINT YOU ARE LOOKING FOR

  2. if it's only surface rust, then it'll come off pretty easy with sand paper. some 320 or 400 grit will do it just fine. You say it's only starting to rust so it can't be bad enough to need to be sand blasted. Sand blasting is for removing a lot of material and clearing rust from pitted areas, and it's pretty harsh on almost all metals. it pits steel and destroys anything softer than that. You can buy some different media for blasting that is easier on metals, but surface rust isn't worth buying that stuff when just sanding it off will do it just fine.

If it's a little more than surface rust, as in it's starting to pit the metal, then I'd buy some rust killer, too. spray that on first, let it soak a bit, and sand the remnants off.
