Santa Cruz or La Paz?

It depends on how many time you'll spend in Bolivia and what you want to see. La Paz is the highest capital in South America and if you suffer from high altitude sickness you can feel ill. It is a nice place but if I had to cheese I would definetly go to Santa Cruz. It's a beautiful city, very cosmopolite and under rated by most tourists who usually go to La Paz when travelling to Bolivia. There are beautiful haciendas in Santa Criz with Paso horses. It's very "spanish" this city. You wont regret it, go to Santa Cruz and if oyu have an extra day go to La Paz.

I'd say La Paz.  There's plenty to do, great food, if your lucky you can even visit a full working prison.  You can also Mountain bike down the most dangerous road in the world.  If your not much of a city person, you probably wouldn't want to spend more than a few days.  I was there last month and loved it.  It's also on the way to other awesome places like Sucre, Potosi and the Uyuni Salt Flats (amazing, must do).  I hope this helps.
