Question:

Sanyo AVM-3289G TV will not turn on

TV started to require multiple button bushes (on the front panel) to turn on. It worked fine via the remote. Sudenly it will not turn on at all. There is a high pitch whine coming from what I beleive is the power supply area. I took my multimeter and measured around the CPU and noted that no voltage is present on the VCC and VSS on the chip. I can not seem to find a service manual to show me a schematic, so it makes it difficult to isolate the problem. The front panel switches and the IR receiver connect directly to the CPU I/O so I would presume there must be voltage always present at the VSS/VCC pins for the power to work. Any ideas for me on what I can check, or further information I can use to fix this TV?
