Satellite TV to view FTA channels from other countries?

Are there any services that provide access to freeview (Free to Air, FTA) channels broadcast in other countries?

I have heard that in India with DishTV or TataSky, the only access is provided to a certain group of channels and it's even forbidden to change the direction of the dish. The menu also for the boxes is supposed to display information only for the channels that are supported by the provider.

Are there any other satellite service providers that permit "free to air" channel access from other places?
