That depends upon how much you have to invest. If you are investing in manufacturer you need to save one half for future and mid term support as well. But if you invest in consultancy you can invest more than 85% in initial set up itself, but the business lies in the smartness and the contacts you have. Bangalore is the best place for consultancy and mumbai for manufacturer industry.

I suggest you to start a small business in Karnataka and then when it grows and you gain enough money, knowlegde and confidence then move to Mumbai. All the best.
