I think you are being unfair to yourself and the public in general.  The people who were victims of Katrina who have not rebuildt their own lives, on the main, were dependents of the welfare system for generations.  Frankly, they had no skills to help themselves.  Rather they kept asking "what are you going to do for me and hurry up."  It sounds as if the nation let these people of Katrina down.   Fact is the poor people will never build back homes in their rental properties because they lack the skills to help themselves.   It is the product of a system benefits that asks nothing of the recipent.  There is no place in America that would be as helpless as the people of many sections of New Orleans.   The governmental agencies may have executed better; but, in this special case no agency could have up to the task of helping these hapless and unskilled urban dwellers.  There really is no increase in weather "episodes" today than the in the first part of the last century.  As a practing weather scientist.
