Scammed on Ebay need advice?

I bought a Xbox 360 elite from ebay 3 weeks ago and the seller doesn't respond to emails or ebay mail. I even got his phone number from ebay and called him multiple times and hung up on. I later figured out he put up 80 xbox 360 elites for auction and was a new user with no feed back. Yes I know I am dumb. Hes not even a registered ebay user anymore I put a dispute in through paypal and waiting to here from them. I lost 338 dollars from this which isn't much, but my question is do these people that scam people through ebay get in trouble at all. I want this man to pay for scamming 80 people. Since all the money he got was through paypal I would think they would catch him or no?
