Scan lines at top of screen

Question

I have been told it is a split screen.. the problem is that there is a line of flashing lightand there are scan lis that show a reversed picture over the original picture.. when the coclor is dark or black there is no scan lines. when there is a light color the lines are prominate. Can this be fixed with the internal diagnose codes?
