Scars or skin pigmentation??

i have scars on my arm but my mom keeps saying that they look like "skin pigmentation" (sorry idk if thats spelled right) how do i tell if their really scars or skin pigmentation? please help! oh and whats the best way to treat skin pigmentation if thats what they are?
