Schengen Visa from French Consulate?

I would like to apply for Schengen Visa from French Consulate in SFO... how much time does it take often to get Visa?

Their web site says:

YOU NEED TO APPLY AT LEAST 3 WEEKS IN ADVANCE.

What do you mean by above

It means you need to apply at least 3 weeks before you plan to use the visa.
