    When water is boiled, the heat of the water causes the molecules to collide rapidly. This in turn causes high energy collisions which free the hydrogen bonds, the polar bonds, and this allows molecules to escape. This only happens when each molecule's activation energy exceeds the bond energy.

    When water is frozen, the molecules spread out and create a six sided crystalline structure which is why water is less dense than liquid. The molecules still vibrate in place, but are more stable.
