Score cards (ten point must system)?

what is the 10 point must system, and can any rounds be scored even (10/10)?

Basically the winner of each round must receive a score of 10, unless there's a deduction for penalty. And yes, there can and have been rounds that were scored an even 10/10. That pretty much sums it up.
