Scorpion mini choppers?

Question

Im about to turn 16 in a few months and take a class to learn how to ride, but I dont really want to buy a motorcycle yet. Ive been looking at the Scorpion mini choppers just to ride around the area for fun. They are street legal, but I dont know about the Scorpion brand. Does anyone know about the Scorpion brand or a good inexpensive mini chopper that at least is a 200cc or 250cc??
