Scrapbooking?

Question

My friends have some kind of system that will make your own letters for you. Like you can perfectly get a cut-out of the letters on construction paper. Not stencils where you can cut it out yourself. It's better than buying stickers all the time...and then running out of the "e" so you have to find another way to fix the letter problem. Do you know what system they would be using?
