Scratch on the nine-ball is a lost?

In nine ball, I know if you hit the lowest ball into the nine ball and the nine goes in, it's an automatic win..but if you scratch when this happens, is it an automatic loss?

  1. No, the 9 ball is spotted and your opponent gets a ball in hand


  2. The nine gets spotted and the opponent has ball in hand. Although with ball in hand nobody should miss the nine. Most people  assume they will make it and dont force them to shoot it, but technically you can make them shoot it.

    In fact, in some tourneys if you concede a game your opponent gets credit for that game and another one as well. This rule is in place to prevent people from conceding games and forces the players to shoot every shot, even a ball in hand on the nine.

  10. APA rules states that the 9 ball will be spotted if a person scratches or otherwise fouls, and then the other person gets "ball in hand". This is on the break, or otherwise
