Seafarers of Catan question: can the robber go on the islands? or does it just stay on the mainland?

d**n, it's nice to see someone ask a question about a game that isn't monopoly, risk, or a ouija board.

As the rules mention nothing against it, it's easy to determine that the robber can go on any land hex, regardless of where it is.

As further proof of this, for a scenario like "The Four Islands" there is no mainland. (and no desert either - the rules say the robber starts off the board in such a case)
