Search local shelters. That's the best place. You can also search your local ads in the paper - but be warned, if a dog is listed as cheap or free there is almost always a reason (health or medical.) At least a shelter will be up front about the problem and the dog will have been treated/will receive treatment and will offer assistance (in most cases) if the dog has a problem.

Just FYI, the initial cost of the dog isn't the end of you spending $$. You still have to buy supplies and bring the dog for a first vet check - that can cost around $400. Monthly fees can be in the $100 range or more.

I live in El Paso Texas and you can get Chihuahua puppies for nothing here. The pounds are full of them in every color you can imagine. Everything from puppies to grown adult dogs..
