  1. Check the tensioner, check if you have something stuck in it and if all is okay then you will need to get it replaced but check with the manufacturer to see if it is under any type of warranty...


  2. Perhaps get it towed to a mechanic as it's not safe to drive or ride in a vehicle without working seatbelts.  Please stay safe.

  3. That is what they are designed to do in an accident, they will have to be replaced.
