Seat belts and riding laws in California?

Lately where I work, I have seen many overloaded cars drive up and too many people getting out. Last year, a man drove 6 of his kids to school in a small compact car. They were all sitting on top of each other. Today, I saw 10 people get out of a SUV. 2 men, 2 pregnant women and 6 children. I doubt that there were that many seats for all of them.

These people were either foreigners or immigrants in Long Beach and Compton, California. It is ignorance of the law? Tinted windows? Or, a liberal sympathetic police department? Does anyone know?

  1. For your protection as well as for theirs, the next time you see this just call 911, people cannot be overloading vehicles like this.
