Seat belts on a 1991ish Chevrolet Lumina minivan?!?

My grandmother owns a 1991 or around there, Chevrolet Lumina minivan. That thing has many problems, one of which is the seat belts of all but 1 seat not locking. Are they not suppose to lock? I thought... but everyone has tried they're hardest pulling it, the whole seatbelt just rolls out. Actually, it's always just dangling there, completely rolled out.

I have no car at the moment and need to constantly be using hers. I don't like the fact that I'm not protected. Do they really just not lock (except on greater impact) or could they be tangled and/or rusted up or something?

Spending a little money may be good for your safety...

  2. The seat belt needs to lock when the brakes are applied and if you need them replaced you can go to a salvage yard and pick one up for next to nothing.....
