Seating capacity in public and government vehicle?

In Trains and Government buses and private buses more people are travelling than the seating capacity fixed by the regional officer. The R.T.O officer are stopping the two wheeler for riding three people in two people capacity vehicle. Can I know the actual seating capacity of Government buses and trains.
