Securing a bike outside (locked and out of the elements)?

I need to secure my road bike outside. I live in an apartment, and have a patio with a small wooden overhang type shelter (maybe 3 feet wide) outside I can kinda keep it under. I need to secure the bike and cover it with something; but would like a good solution to do so. Are there any bike covers or tarps that accommodate a lock as well?

Your easiest solution would be a blue tarp & a couple of bungee straps
