Selling copyrighted designs?

A friend of mine wants to sell tote bags with designs on them. What are the laws of selling designs that may be copyrighted? (ie: Harry Potter house logos)

you need "written" permission from the owner of the copyrights.  As for things as Harry Potter, and other large copyrights, you would probably need to give a large chunk of your revenue, if not a fixed sum.  But, that is only after they approve of your use.  Which is decided after you tell them what you will be doing with their copyrights.
