If I know someone's Movistar mobile number in Buenos Aires, is it possible for me to send their phone a text message or email? What number do I use (54? 911?) Thanks

First you have to know if the phone number you are trying to reach accept text messages or emails.

If so, then you need to dial 54 9 11 and the number without the 15.

EG if the number you have is 15 4865-9578

Dial                                 [54 9 11] 4865-9578

(54 is for the country)

(9 is for the cell phone)

(11 is for Buenos Aires)
