Send money with cc via pay pal? and withdraw?

im trying to send some money to my sister, can i send money to her paypal account using a credit card? and if so, will she be able to withdraw that money?

Yes, she then can transfer the money from paypal to her bank account.  They say it usually takes 3 days but I have had it transferred sooner.
