  1. YOU  NEED TO WRITE PAYPAL TO STRAIGHTEN THIS OUT.

    sorry for the caps

    start here

    https://www.paypal.com/us/cgi-bin/helpsc...

and keep telling them that the info they give you doesn't help.

after several of those, you can send it to them

in the mean time, email the lady and let her know the problem

  2. Just send the product, as promised.  Just because you're not of legal age doesn't mean you shouldn't honour your agreements.

You need to be legal age to use PayPal (and eBay) so I guess when you signed up, you lied about your age.  Don't make it any worse.

You can use your PayPal balance to buy things.  I'd suggest completing your transaction, buying something nice on eBay with the proceeds, and getting out while your accounts are not suspended.

  3. I believe there is a section where you can refund the monies back to the buyer.  If you have trouble, just call Paypal and explain the situation that you just want to return the money sent by the buyer back to her account.  Inform the buyer of what the situation is and that you are trying to refund her money back to her Paypal account ASAP.  If you keep in contact with her periodically, she should be understanding and patient with this situation.

Next time, just avoid all of this Paypal c**p they are causing you by asking for either a US money order or cashier's check as payment for all your eBay auctions.
