Depending on your e-mail program, there usually is a button somewhere that reads "Insert" or "Attach"

When you compose your e-mail, hit that button.  Select "file" or "picture" and usually a pop-up will open up.  Browse through this pop-up to find the picture you want to send.  When you find the picture, select it by right-clicking the name and then hit "OK."  This should be enough to attach the picture.

Alternately, if you are using a non-web based e-mail program, you can just drag the picture's icon right to the e-mail you are writing and the picture will be attached.  This will work with Outlook, Outlook Express, and Eudora.
