Senegal parrot parrotlets or parakeets?

my budget is $100 i want it small can talk and is cute and humerous

sengals and parrotlets are pretty expensive, usually over 200 for parrotlets and senegals can get upwards of 350  parakeets or "budgies" are only about 20 bucks, but you would need to hand tame your bird, only males speak so stick with a male, they are good birds tho, i have 3 and the males both talk, check out http://www.parrotcentral.net/ for good parrot guides, goodluck!
