What should I do? If the person never retrives the money will I get it back

To file a dispute for a transaction sent through PayPal please follow these steps:

Log into your account at https://www.paypal.com/.

Click "Resolution Center" at the top of your Account Overview page.

You will have the option of:

Clicking the "Dispute a Transaction" button, or

Clicking the "Report a Problem" tab and then clicking the "Report a Problem" button.

Select "Item dispute" and click "Continue."

Click the "Find transaction ID" button to display your history.

Change the dates in the drop-down to find the transaction and click "Search."

Click the transaction ID.

Click "Continue" and follow the instructions.

You could always give PayPal or eBay Claims a call.

if you haven't paid, you basically aren't going to get it.

if you have paid, file a dispute.

one time, my sis bought something, paid, then the same thing happened to her. but it turns out the seller would have gladly shipped the item out (and eventually did), but for some reason, can't remember why, nothing bad really that he had done, ebay kicked him off and couldn't get our email or mailing address and had no way of returning the money either. some how we managed to get ahold of his email and sent him our info, he immediately shipped the item out.

this happened again, but this time to my mom. had no way of contacting the seller, so i'm not sure what happened with this dude, but she filed a dispute and got a refund from paypal

So did you pay or not? In the add'l detail you say you didn't have a chance to pay for it.

If it was a typo and you did per the tittle, just fill a complaint with paypal, you are protected under the "buyer's protection" policy.

If you paid via Paypal, then you need to report an item not received and follow the steps in Paypal to esclate the claim/dispute, and Paypal will give you your money back.

If you haven't paid and they are no longer a registered user, then you can't pay and you won't get the item. You just move on.

I dont understand your quesiton.

I you paid for the item and did not receive it you can open a dispute on paypal and you are sure to win.

If some on paid you and is no longer a registered user of ebay, you should do the right thing and ship the item out.
