Service members no longer have to pay the initial 1200.00 for the GI Bill and they say that...?

Service members no longer have to pay the initial 1200.00 for the GI Bill and according to the new bill members who had paid the initial 1200.00 and havent used there GI Bill yet will get reembursed all 1200.00 when can I expect to start seeing this money?
