Several IMPORTAMT questions about SEO regarding linking strategies?

1.) Does link exchanging with a relevant site help, hurt, or neutral?

2.) I'm a PR3, does link exchanging with a relevant site with a PR0 help, hurt, or neutral?

3.) If someone I swap links with puts my link site wide on their site (ex. site wide footer) which ends up being thousands of links from the same domain, is that BETTER then if I just had 1 incoming link from their home page?

4.) If I swap links with someone, and put the rel="nofollow" attribute on their link, will their link back to me be a non-recipricol link?

5.) Are non-recipricol links actually better then a recipricol link?

6.) When submitting articles to digg for example, the more I submit; will it help or is one link back from digg enough?

7.) According to dnscoop.com it seems that the more incoming links the more a domain is worth, but what actually contributes to raising your PR?

8.) Are anchored (keyword) linkbacks better then just a regular link back with your site name or URL on it?

    rel="no follow" condition use no important for our link.

    non-reciprocal links actually better  reciprocal link so no provides any back link other website

    2) It depends on Google it would hurt on Yahoo and others it would be neutral.

    3) Not sure, but I would assume that it was better.

    4) I think it will still count as a reciprocal link

    5) Yes

    6) I'm not sure if you mean multiple Diggs on one article or multiple articles per site. If you mean per article 50 or more Diggs is best.  If you mean multiple articles I believe they cap the number of different articles that they will allow to be live links. I think I saw 6pages mentioned somewhere, but I bet its based on a percentage of # pages that are Dugg.  

    7) Google PR is based on the authority of your incoming links.-- a PR4 counts more than a PR1

    8) Anchored text links are the best links that you can get.
