In Kentucky, it depends on if it is a family member or not. You sister would be fair game at 16

in most states it it 16 for the "age of consent"

a choice few states have the " age of consent at" 18

i would go to wikepedia and look it up.

So technically yes, it is illegal. But you do have a defense if you ever get caught.
