That whole area is supposed to feel good when you rub or stroke it.  That includes the head, shaft, and base of your p***s, your s*****m, your thighs, your perineum (just behind your balls), even your a**s when you're excited.

Why are you asking?  Have you tried rubbing it and it didn't do anything for you?  Usually some fantasy is involved, and if feels better to play with your p***s when it's hard (that's called an erection, or in slang, a woody, or stiffy, or b0ner).  Usually it gets hard if you play with it for a while, and when you get used to those feelings, you can get hard just by thinking about doing it again.  You can also get hard thinking about things that are s**y and exciting.  Imagine being with some cute girls or boys and taking off each other's clothes - that usually does it.
