Any program like this would only lead to a greatly increased amount of 'vengeful victims', who intentionally infect others. You're essentially proposing an international war against people who already possess a biological WMD. And some of them have family and friends. And their not just going to sit still while you give them a HIV test. Maybe the money could be better spent on a cure - t'd be a lot cheaper.

If you avoid the at-risk behaviors that spreads AIDS you will have nothing to fear. Do not use intravenous drugs. Do not sleep around with several sexual partners. Do not have sexual partners who have had several other sexual partners. Do not trade s*x for drugs. Do not hire prostitutes that have not been tested if at all. and Do not have s*x with people that have AIDS and you will be fine.
