I think they are just required to wear white, I don't think it's required to wear a dress/skirt.  Venus played in shorts last year.  Her dress ripped or something during the 1st week, so she played in shorts.

Why, so you could see her naked?  There's no rule against women wearing shorts, unless of course they are considered obscenely short.  Many female players before Sharapova have worn them at Wimbledon.
