I think it's not only a school rule, but a requirement by the safety administration or the health code people because if people walked around barefoot the schools would not be protecting people from foot ailments spreading and also it's a liability if somebody gets hurt because of it when the school wasn't enforcing the rules.

You need to have shoes on because if there was a fire the children need to have shoes on when they exit the building. It's a saftey regulation.

You need to wear shoes, even if it is just flip flops.  It is a school rule.
