each country of origin might have diffrent requirements on what is needed to marry.

For example my wife and i were going to get married in scotland she is british and i am american. well to get the marriage license i had to produce about 12 more documents than she did.

Also a thing to take into consideration is where are they going to live. it might make getting residency pappers much easier if they do a civil marriage in the country they plan on living in and then do a 2nd wedding in paris.

I say this becuase if they are married in another country there could be waiting period on when the person who in immigrating can actually come to live delays on them getting papers to work and so on. plus it will take time for them to verify the marriage documents as being authentic.

I married my wife in York in england and when I went to get the marriage license i had been married and divorces one before and we had to wait almost 3 weeks for them to verify that my divorce papers were authentic.

Tell them to look at all areas and find out what could cause problems
