Which bright spark dreamt up the insane idea that it would be good fun to dig up half of the roads in Sheffield and cause more chaos than normal, and twice as much congestion, which it supposed to relieve??????????????

It is NOT just Sheffield, it's every city and town in the country.  They do most of the road works at the beginning of the year to use up the budget's before the end of the financial year.
