Shitzu chases cats

I have a 6 month old shihtzu who is obsessed with chasing my four cats, I don't get a minute free unless he is in a wire crate.  I have squirted him with water, gave him treats when he is calm, everything!!  If he views a cat he is h**l bent, I don't have time to call him back he is gone.  I have only had him home with the cats about 1 1/2 weeks, it seems to be getting a little better, especially with the cat who does not run.  Getting the cats not to run would be good too.  He is SSOOO smart (the dog) in all other areas, but this cat thing is getting to me, I don't feel it is fair to the cats, they were here first now spend most of thier time outside or in the rafters in the garage, or under the bed.  HOW LONG do you think this will take?
