  1. Off the top of my head, but it makes sense, at least to me.

Stores that have the very obvious alarms usually specialize in one specific type of item. Gamestop sells games/dvds, clothing stores sell clothing, Borders sells books. For these stores it is really easy to create alarms because they really only need one type. ( I know those stores sell other things as well, but I wonder how much of the non-main merchandise have anti-theft devices in them).

But Spencer's sells a variety of items(clothing, jewelry, cards, games, decorations, novelty items, lights, make up). It would probably just cost them too much to make it worth their wild to install sensors on everything. If they do have sensors they are probably for items that are worth the most on average. Another thing with Spencer's, at least the one at my mall is that they often have a lot of stuff on the outside of the door. If items had sensors then they would be going off wildly as people moved back and forth.

  2. No, most of them do have some sort of security system.  Just the item that she walked out with didn't have the alert tag on it.

And most stores do not have alert tags on all merchandise because they cost money which would add to the overhead.  So most retailers choose to randomize their security measures.

That is of course unless you are an electronics store (the previously mentioned example) or you are in a high crime area or the Insurance Company mandates you need 100% security.
