  1. Tae Kwon Do is a kicking art...but it does teach punches and hand strikes. It actually depends on your school. Some schools focus equally on arm and leg techniques while other schools who might focus alot on sport taekwondo tend to emphasize leg techniques more.

With short legs I guess you can still do low kicks unless your opponent is so tall that his knee is at your face level...which is very unlikely.

So maybe you should try and find a school that teaches equal amounts of hand and leg techniques because you will have difficulty doing high kicks with short legs especially on a taller opponent.

  2. No.  You'll learn to use them to the best of your ability.

  3. Leg length is quite important, but not nearly as important as just becoming good with what you have.

I am 5"8 and stocky, and have won slithgly  more competition fights (club, local, national, team, international etc)than i have lost....and i almost never fight anyone smaller than me.

short legs are always going to be a disadvantage in any sport, let alone martial arts.
