Short range commuter solution needed?

Question

I want a bike like the Honda Unicorn (129 mpg 125 cc 4 stroke) from Honda Motors of India. I live less than 5 miles from work and drive a car that gets 22 mpg on that commute. I would like to at least triple that. I guess this is in terms of miles per dollar. I don't know how legal dirt bikes are in Nashville, but I figure those are an option.

I wouldn't recommend riding a dirt bike on city streets... Look at something with at least 250cc like the Virago 250. You can get up to 90MPG on highways and 50-70 in city. You can go on highways also if you're light, but if you are heavier I'd stay off highways on a 250.
