No one been through the carter years to remember him in fact i was born 82 when Regan was president and the first Bush and Clinton so I know about Carter from what my family and it wasn't good. That is wht they think Bush is the worst because they never been under Carter.

No, he shouldn't. Regardless if he was the worst president ever. There has been an unwritten rule throughout history that ex presidents don't criticize other presidents. Carter may or may not be the worst president ever, but he is certainly the worst ex-president.
