  1. yes they should , just like credit cards notify customers if something is amiss


  2. every phone holder can check their bill by phone call or on the phone itself 24/7. Why would anyone be surprised unless they neglected the most basic responsibility to themselves (as that guy seems to have done?)

  3. Notice must be made by the cellphone company for bills amounting to large amounts such as every 5,000 dollars to prevent an accumulation of up to 85,000 dollars.
