Actually the reason why Cheney no longer leaves the country (he only goes to Iraq and maybe Afghanistan sometimes) is because countries like Spain and Italy have made it clear that the moment he steps onto their soil they will arrest him for War Crimes.  So, absolutely Bush should be arrested.  After all, he is responsible for the deaths of thousands of troops and hundreds of thousands of innocent Iraqis and Afghans.  The man is a murderer and a mass one at that.
