Should Congressman Sylvester Reyes pay back the money?

Th congressman's relative was kidnapped in Mexico. Th FBI n ICE negotiated n paid $30,000 American dollars for th release of said family member. Th relative is a mexican citizen. They broke our bedrock principle, "we do not negotiate with terrorist". So we r due $30K, plus xpenses, from th congressman.

Yes, Reyes should pay the money back to the US treasury, but since he is a Democrat he believes the US government should pay to solve all the personal problems of everyone in the world so he will never offer to make things right with the tax payers he has robbed.
