Should England deoccupy Northern Ireland, and return it to the Irish?

It's up to Northern Ireland.  I believe the reason Northern Ireland stayed with the U.K. was because the protestant Irish did not wanted to be part of Catholic Ireland and asked to stay.  This might be propaganda, but what's the harm of putting it up for a vote in Belfast.
