Yes, in the sense that in following orders from his NWO bosses he's very good at starting them.  The NWO plan is for endless war: it keeps people fearful, it earns the illuminati a fortune by selling materiel to all sides, and it decreases the "peasant" population.  It's a fail safe program for the psychopaths who own the planet.
