Should I Make my move now? ?

I"ve liked this girl for way too long. But i still don't know if she likes me. We have eye contact, and she laughs at my jokes. Are hands touched and school. But she implies she likes another guy. I see her laughing with him, and she also says she just likes his eyes only.

But I don't know what to do or say. So Help me. Don't tell me to do anything inappropriate.

well maybe she likes another guy,  but it seems like she likes you....   i dunno the amount of truth to this, but one of my friends,that is a girl, told me that girls talk about other guys in front of people they like... i dunno if thats true  but just adding that in there haha

continue making her laugh,and well,now that you've made the step of skin contact,you can somehow start tickling her to burst in laughs and start being more playful with her,in that way she will now that you wanna be more than a good friend...

Here's what you say to her. You need to compliment her as often as you can. Tell her she's beautiful, pretty, smart, etc. But don't lay it on too thick. Tell her she has nicer eyes than the other guy, who you think a loser/jerk. Keep making her laugh, keep that good eye contact and keep making her smile.

Buy a small gift for her. It doesn't have to be the most expensive thing out there, otherwise you'll just look desperate. Give her something that says you care about her. Like a rose (real) or a stuffed animal.

Oh and btw, decent girls don't like "players". If she does, she's not worth your time, believe me.
